Lhe decree n ° 2021-564 of May 7, 2021 amends the Sports Code in order to take into account the evolution of the control of the absence of contraindication to the practice of sport for minors outside disciplines with particular constraints. The production of a medical certificate for the minor athlete is thus replaced by the production of a certificate by the persons exercising parental authority over the minor athlete according to which each of the sections of the questionnaire relating to the health of the minor athlete gives rise to a negative response.

End of the medical certificate for the minor athlete in the absence of contraindication to the practice of sport (except disciplines with particular constraints)

Decree n ° 2021-564 of May 7, 2021 is issued in application of the law of acceleration and simplification of public action who modified the provisions of the articles of Sports code relating to the medical certificate and abolished the obligation for underage athletes to produce a medical certificate attesting to the absence of any contraindication to the practice of sport in order to obtain or renew a license or to register for a competition. 

This medical certificate is replaced by a questionnaire, equivalent to a parental certificate, relating to the state of health of the minor athlete to take or renew a license or to participate in a sports competition authorized by a delegated federation or organized by an approved federation.

Maintenance of the medical certificate in disciplines that present particular constraints

On the other hand, for the disciplines which present particular constraints (article D.231-1-5 of the Sports Code), the requirement to present a medical certificate remains.


The production of a medical certificate also remains necessary when the answers to the minor's health questionnaire lead to a medical examination.


Article D231-1-5 of the Sports Code


« The sports disciplines which present specific constraints within the meaning of Article L. 231-2-3 are listed below:


1 ° Sports disciplines that are practiced in a specific environment:

a) Mountaineering;

b) Underwater diving;

c) Caving;


2 ° Sports disciplines, practiced in competition, for which the fight may end, in particular or exclusively when, following a blow struck one of the opponents is in a state rendering him incapable of defending himself and being able to go to unconsciousness;


3 ° Sports disciplines involving the use of firearms or compressed air;


4 ° Sports disciplines, practiced in competition, involving the use of land motor vehicles with the exception of radio-guided model making;


5 ° Aeronautical sports disciplines practiced in competition with the exception of aeromodelling;


6 ° Parachuting;


7 ° Rugby in XV, rugby in XIII and rugby in VII. »

Methods of implementing the parental certificate for sports minors

The decree of May 7, 2021 has just modified the sports code in order to take this development into account. The decree also specifies the modalities for the implementation of these provisions by inserting a article D. 231-1-4-1 of the Sports Code thus worded:

« For minors, with a view to obtaining or renewing a license or with a view to registering for a sports competition referred to in Article L. 231-2-1, the athlete and the persons exercising authority parents jointly complete a questionnaire relating to their state of health, the content of which is specified by joint order of the minister responsible for health and the minister responsible for sports.

The persons exercising parental authority over the minor athlete certify to the federation that each of the sections of the questionnaire gives rise to a negative response. Failing this, they are required to produce a medical certificate attesting to the absence of any contraindication to the practice of the sport or the discipline concerned dating less than six months. ».
