On Wednesday, 25, 2019, the FIFA Players Actors 'Committee adopted new recommendations concerning agents' fees (for players and clubs) and the number of player loans, with the aim of regulating the transfer market. .
Regarding football sports agent commissions
About the agent commissions, ceilings will be modified as follows:
- for l'salesman soccer club agent : 10% the amount of the transfer;
- for l'soccer player agent : 3% the amount of remuneration;
- for l'buyer football clubs agent : 3% the amount of this same remuneration.
In addition and in order to avoid any conflict of interest, it will be prohibits these agents from being remunerated by both parties.
Finally, the FIFA Football Players Committee also recommended:
- la reintroduction of a compulsory licensing system for agents, which will include continuing vocational training measures;
- that all agent commissions be paid via FIFA Information Clearinghouse (in development) ;
- the establishment of a system for resolving disputes between agents, players and clubs of FIFA.
Regarding international loans of football players
Le number of international loans of players over the age of 22 will also be the subject of new provisions in order to guarantee a sporting rather than a commercial objective.
- From the 2020/2021 season: limitation of the number of loans 8 inbound and outbound ;
- From season 2022/2023 : limitation of the number of ready to 6, with a maximum of 3 incoming loans and 3 outgoing loans between the same clubs.
These new measures adopted by the FIFA Football Players' Commission, must now be submitted to the FIFA Council which will meet in Shanghai on October 24.
