The IOC announced on October 8, 2016 during the 5th Olympic Summit, that it wanted to reform the fight against doping at the global level.
Several recommendations were made.

The 5th IOC Summit in Rio

As early as 2015, during the 3rd Olympic Summit, the IOC Executive Board adopted Recommendation 15 of the Olympic Agenda 2020. It suggested the following:
    • "Make doping controls independent of sports organizations",
    • Impose the penalties "by the Court of Arbitration for Sport (CAS)",
    • A "intelligence gathering unit"should be established within WADA.

The IOC Session held in Rio in 2016 gave its full support to all these measures.

During its 5th Summit, the IOC therefore formulated new proposals of principle "to make WADA's anti-doping system stronger, more efficient, more transparent and more coherent".

A more independent anti-doping system

The IOC said that "the anti-doping system must be independent from sports organizations"And confirms the recommendation of 15 2020 Olympic agenda.

But the anti-doping system must also "be more independent of national interests".

Thus, the IOC recommends that WADA is "vested with increased power with regard to National Anti-Doping Organizations (NADOs)"And carries"effective supervision of national anti-doping programs".

A globally harmonized anti-doping system

The IOC hopes that WADA should establish "a centralized global anti-doping system".

    • The standard level of testing should be harmonized by sport in close cooperation with the International Federation to ensure that athletes from all countries are treated equally.
    • The level of targeted checks must be raised.


According to the IOC, the entourage of athletes (coaches, doctors, physiotherapists, etc.) "must be held criminally responsible for facilitating the use of doping".


Finally, UNESCO, with the help of WADA and the Olympic Movement, would have the task of developing "a model law and encourage its adoption for global harmonization in this regard".

More transparency and better governance

The Declaration states that WADA "shall continue to fulfill its role as a regulatory body in the global fight against doping by setting the criteria for compliance and carrying out the evaluation of all anti-doping organizations".

The new authority in charge of doping controls, set up within the framework of WADA, should know:

  • a clearly established separation of tasks between regulatory and supervisory bodies,
  • an intelligence and investigation capacity to be built.

Increased funding

The Olympic Movement stands ready to provide increased funding alongside its partners, governments. The increase in its funding will depend on the implementation of the reforms by WADA and will be based on the results provided by WADA after the review of the anti-doping system.

WADA welcomed all the proposals made by CIO.

According to its President stated, "today's Summit is another milestone in our journey to strengthen WADA and the world anti-doping system. Recommendations put forward today will be explored, along with those made by other partners on key topics such as WADA's governance and funding model, consequences of non-compliance, surveys and controls".

These recommendations will be presented at the WADA Foundation Board meeting on November 20, 2016.
