In France, the Law (article L.222-7 of the Sports Code) qualifies as a sports agent the one who carries out the activity, which consists in bringing together, for remuneration, several parties between them (player, trainer, clubs , sports organizations) with a view to paid exercise by an athlete or trainer of a sports activity.

The activity of sports agent is defined in article L.222-7 of the Sports Code.

To exercise this activity, even occasionally, the agent must imperatively hold a sports agent's license issued by the Federation of the discipline concerned (Article L.222-7 of the Sports Code).

The fact of exercising the activity of sports agent without having obtained the license is punished by two years of imprisonment and a 30.000 € fine (Article L.222-20 of the Sports Code).

Each competent delegated federation publishes the list of sports agents authorized to practice in its discipline.

The French Football Federation (FFF) has issued regulations for sports agents since 2002. The most recent was amended following the Law of February 1, 2012.


The FFF defines the activity of sports agent, as the activity which "consists of bringing together, in return for remuneration:

  • a player / coach and a club, with a view to concluding an employment contract,
  • two clubs, with a view to the conclusion of a contract which provides for the conclusion of an employment contract for the remunerated exercise of a sports or training activity".


For the French Basketball Federation, "the activity of bringing together, against remuneration, the parties interested in concluding a contract either relating to the paid exercise of basketball practice or training, or which provides for the conclusion of a contract of work having for object the paid exercise of the practice or the training of basketball, can be carried out only by a natural person holding a license of sports agent".

As for the International Sporting Regulations, FIFA (Fédération Internationale de Football Association) qualifies as a player's agent the "natural person whose activity consists, in accordance with the following provisions, in bringing together for remuneration, a player and a club with a view to the conclusion or renewal of an employment contract or two clubs with a view to the conclusion of a transfer contract"(Fifa Players' Agents Regulations, 2008 version).
