Three years after the announcement of the project "Sport and society" At the end of 2017 by the Minister of Sports, the presidential majority group presented its bill on January 26, 2021 "Aiming to democratize sport" in the National Assembly, the day after the congress of the French National Olympic and Sports Committee (CNOSF) which then validated it.

Consisting of 12 articles, this bill focuses on
three main themes

Facilitate access to physical and sports practices

With this bill, the deputies of the LREM group wish facilitate access to physical and sports practices to the French who, despite 15 million licensees, remain 42% to declare never to play sport. They therefore propose to integrate and facilitate access to sport in the missions of social and medico-social establishments, to open access to current and future school sports facilities to external users, or even within local authorities and regional.

National Assembly

Full parity and limitation of terms of office within sports bodies

This bill also aims to establish the full parity within national and decentralized federations (5 article) by increasing the minimum proportion of seats for people of each sex from 40% to 50%, in the governing bodies of decentralized regional bodies and federations with at least a quarter of licensees of each sex.

It is also proposed to establish a three term limit full-time president of a federation and their decentralized bodies (7 article).

If enacted, the law would not apply to the current federal election cycle but to the next, after the 2024 Olympic Games in Paris.

L'article 6, meanwhile, takes up one of Emmanuel Macron's electoral promises, namely to elect the presidents of federations directly by the clubs. The proposal suggests that the latter represent "At least 50% of the electoral college and at least 50% of the votes in each ballot from the year 2024 ».

THE8 article « guarantees the good repute of sports players ". While the current Minister of Sports has already launched the extension of the control of good repute to volunteers for fight against violence in sport, the text extends control to anyone involved in "The supervision of one or more practitioners in an establishment of physical or sports activities », Including lifeguards or referees.

Finally, the deputy depositaries wish in particular to put in place the legal framework for platform to fight against the manipulation of sports competitions (9 article) placed under the chairmanship of the Minister responsible for sports.

This platform will ensure in particular:

    • to serve as information Center, by collecting and transmitting this information to the competent authorities and sports organizations;
    • to receive, centralize, analyze reports relating to atypical and suspect betting on sports competitions organized or open to betting on French territory,
    • à to alert without delay the competent authorities and sports organizations on possible criminal offenses or sports regulations.

MEPs also want to strengthen the provisions aimed at fight against illegal streaming (10 article).

However, this bill remains shorter than the executive's initial draft. This is explained by the deputy of Hauts-de-Seine Céline Calvez, coordinator of the Committee for Cultural Affairs and Education of the National Assembly, by the need for a short text maximizing the chances of inclusion in the parliamentary agenda.

Referred to the Committee for Cultural Affairs and Education in the absence of the constitution of a special committee, the bill should be debated in the week of March 22 as part of the " niche "From the group La République en Marche, according to the newspaper The Team.
