[FIFA] Amendments to the Rules of the Players' Status Committee and the Dispute Resolution Chamber

The Council of the International Federation of Football Association (FIFA) approved, during its meeting of 24 October 2019, several amendments to the Regulations of the Players' Status Committee and the Dispute Resolution Chamber (CRL).

Admissibility of requests / requests to FIFA: they must be complete

Un first amendment, according to FIFA, aims to simplify procedures and provides in particular that:


"The parties must submit full applications / requests to FIFA." If a request / request is incomplete, a deadline will be granted to complete the application.If the party concerned does not comply, the request / request will be considered as having been withdrawn;


As a general rule, there will be only one exchange of correspondence. If a party wishes to submit a counterclaim, it must do so by communicating its position on the claim and by submitting all required documents;


The coordinates of the parties in the Transfer Regulation System (TMS) are binding on the procedures handled by the Player Status Department. In other words, they will be used as default information. Therefore, it is very important to ensure that the contact information for clubs and member associations in TMS is always up-to-date. "

FIFA procedural deadlines

Un other amendment comes to modify certain delays related to the procedure :


"The time limits may extend from five to 20 days. In this regard, please note that the time granted to the opposing party to respond to a request will always be 20 days. However, for other exchanges of correspondence (eg. confirmation of payments), the FIFA administration will decide on the appropriate period of five days with regard to the specifics of the case;


The deadlines can be extended up to a maximum of 10 days. The FIFA administration may, at its sole discretion, grant shorter additional deadlines. In addition, the party requesting an extension of the time limits will have to provide valid reasons for this, which will prevent any abuse. "

Other amendments to FIFA regulations

According to FIFA, the other amendments provide: 

  • Improved formulation of the decision-making process 
  • Removal of the obligation to pay an advance for procedural costs in cases of solidarity contribution and training compensation; 
  • A new approach to publishing decisions on legal.fifa.com.

Entry into force of amendments and additions to the Regulations of the Players' Status Committee and the FIFA Dispute Resolution Chamber

All these modifications and additions to the Rules of the Players' Status Committee and the Dispute Resolution Chamber have enteredin force on 1er November 2019.
