On March 7, 2022, FIFA added Annex 7 to the Regulations on the Status and Transfer of Players (RSTJ) titled: " Temporary rules in response to the exceptional situation linked to the war in Ukraine ". These temporary arrangements relate in particular to the rules for the registration and employment of players and coaches.
Employment contracts between foreign players and clubs affiliated to the Russian and Ukrainian Football Federations
Under these new rules, any contract uniting foreign players and coaches with clubs affiliated to the Ukrainian Football Federation (UAF), is considered automatically suspended until June 30, 2022, with no special steps to take.
Contracts concluded between foreign players with clubs affiliated to the Russian Football Federation (FUR) may be unilaterally suspended until June 30, 2022 by the player or coach, provided that he was unable to reach any agreement with the club on March 10, 2022 at the latest.
The players and coaches concerned will be considered as "out of contract" until June 30, 2022 and may engage freely with any other club. In other words, the player or coach whose contract has been suspended with a UAF or FUR club will not commit no breach of contract by signing with a new club.
In both cases, the provisions relating to the minimum duration of contracts do not apply to a possible new contract which would be concluded by the player or the trainer whose contract was suspended.
Foreign players and coaches registered with the UAF or FUR
Protection of underage players
With regard to underage players, they are automatically deemed to meet the criteria for the exception provided for by the RSTJ (article 19 paragraph 2nd) and can, if they wish, commit to a new club without restriction linked to their minor status.
Training allowances
These temporary provisions apply to football players and include futsal players.
